Have you ever wondered what is the role of the state in the face of social housing in Chile? In 1939 a transnational enterprise installed in our country , his name is Etex Group and they have a factory named Pizarreño in Maipú. The problem is that this factory made toxic structural materials at low cost , so it was easier for the population to obtain it. The large number of social houses constructed by the state between 1940 and 2000 are contaminated by a mineral named asbestos , this mineral does not break down and can produce chronic illnesses like: lung cancer , pleura cancer (tissue that protects the lungs) or asbestosis. At this time in Chile does not exist a economical support to affected families (Etex Group does make this happen in first-world countries) so the medical treatment , that does not help to extend the life of the affected, must run in a private way. I have to clarify that the most part of the victims were workers of the Etex Group because , obviously , they were in contact with the material for long periods , but that does not mean that this is the only way to become ill , you can get ill by living with a person who works with pizarreños or living in house made with this material. España highlighted the problem by making possibles solutions , like specialized companies in the removal of the asbestos by a similar amount to the subsidy of the home improvement in Chile , however, even when in the 2000 it is enacted the Decree-Law Nº656 that recognize the peligrosity of the material , banned its use in constructions and the selling of this , after 18 years the population has not been educated about this risk and does not spread the eradication of the asbestos. I say yes to the bill Eduardo Miño.
